Using FSI to simulate the motion of a beam in water

I now feel so frustrated about my simulation. I am working on a beam moving in low Reynolds number fluid under certain body forces and then getting the velocity field and the displacement of this beam. The body forces are changing with time. I think I should use FSI to solve this problem, right? Actually, I know it is hard to set the initial value for this problem. So I want to treat it as quasi-static problem. Like I can solve it at ten time instants and at each time instant I can give the beam certain body forces. My question is, should I use stationary study for each time instant? Or there is any option in time-dependent study that can change the problem into quasi-static? Actually, even I treat this problem as quasi-static, the boundaries of the beam still have velocities. But when I use stationary study the velocities of the boundaries of my beam seem to be zero by default, so the velocity field of the fluid always appears to be zero. Can you help me with it? Thank you!
