Apply voltage to a 2D network in a 3D model

I would like to know is it possible to apply voltage to a 2D network in a 3D model? The 2D network is supposed to be conductive, with a 3D insultaive substrate.
I tried to do it but fail. In the 2D network, except the two electrodes that I apply a electrical potential condition or ground condition, all other entities are treated as electric insulation by default. Therefore, it's impossible for current to through the network.
Do anyone know how to solve this problem? I have the mph file attached. Thank you for the help in advance.
