Model elastic hinges as torsional springs

For a wave propagation study, I want to model an elastic hinge connecting two flat plates as a perfect pin joint with a torsional spring. The model should behave as the mechanical system in the attached picture (transmission of normal and shear forces, but low stiffness in bending). Which is the best manner to model this?
