how to free rotate a circle domain with the cursor?

Dear Sir or Madam,
To my request: I have many circle domains laying near each other without touching, forming a circle.
each cirle is formed with four edges and four points. for meshing purposes, it would be adequte if possible to allign the neighbouring points of two neighbouring circles.
my question is: is there a method to freely move each circle ?
I would be very thankfull for a solution,
