S21 in a Microstrip

Hi,

I am trying to build a model to study S21 through a microstrip. I am trying to send a signal (2-10GHz) through copper. I expected S21 to be fairly high, but my results are at .2 at best, often dropping to negative values which doesn't make much sense to me.

Since then I've been looking at various example models and I am further confused. I found that many of the examples had the ports modeled as a dielectric between air. To my understanding, it should be modeled as a dielectric between two conductors. Could someone explain this to me?
