divide cilinder into segments

I have drawn a cilinder, like a tube, with walls of a certain thickness.
Now, I want to divide the cilinder into 28 segments, in circular direction (i.e. each segment has a trapezoidal shape). Is there any way to do this?
(Imagine that instead of a cilinder, I would have a round pie, and I would want to cut out 28 pieces of pie, all of equal size).

In version 5.2, you can draw planes and partition the geometry with those planes.
In version 4.4, the partitioning capability did not exist so you would need to draw blocks and use boolean operations between those blocks and cylinder.
