Failed to find consistent initial values -- transport of diluted species

I am having an issue with the model I am running using Transport of Diluted Species in COMSOL version 4.4. I have a large circle enclosing many smaller circles. The smaller circles have a flux on their outer boundary with a time dependence of t^-.5 . Initially, there is none of the species that is introduced due to flux in the larger circle.
My problem is that I keep getting the error "Failed to find consistent initial values. Last time step is not converged." I have tried a number of the suggestions I have found in other discussions that run into this including making the mesh finer. If I use the same model and give it an initial concentration of the species and a constant flux it runs, as well as with an initial species and non-inversely related flux. However, it will not run with an initial concentration of zero or inverse equation (independently or together).
