time dependent voltage on terminal

Hi

I have a 3D half loop (rectangular with square cross section) . one boundary is a voltage or current terminal and the other is ground.
It works fine in stationary but when I try to shift to time dependent I get zero current.
I am interested in the response (proximity and skin depth effects) to a fast rising step function voltage.
