How to define the conductivity of a sandwiched layer?

Hello,

I am solving a DC electrical problem.
Suppose i have 3 layer 2-D structure. They are sub-domains 1(V1),2(V2) and 3(V3). V1,V2,V3 are the variable voltage of each domain. They are all conductors.

I want to define the conductivity of the sub-domain 2 as a function of its upper boundary voltage(V_upper) and the lower boundary voltage of such sub-domain
For example, conductivity of domain 2 (x)= A* exp(V_upper(x)-V_lower(x)). x is the coordinate

But since the three layers are in contact with each other, the V_upper can be either the top of V2 or bottom of V1 ; V_lower can be either bottom of V2 or top of V3.

So my question is that how to realize such variable definition of the conductivity of sub-domain 2
Should I extrusion couple the boundary to a sub-domain?
