Electrical Insulation between 2 domains

I have a geometry of copper and PDMS base. My geometry is exactly on top of the PDMS base. I has 2 open boundaries. I am giving voltage to one boundary and ground to other. All of this is in 3D. I added JouleHeating physics from Structural Mechanics. When I computed the study it was throwing an error that my PDMS has undefined sigma(electrical conductivity) value. I changed it to zero it was still throwing an error. Then I changed it to 1e-14 then It computed but my voltage is getting dropped across PDMS block. Though my geometry is on PDMS I want electrical Insulation between those two. How can I solve this problem? Pls Help me out. Thanks in advance.
