Is there a way to find index of refraction in the RF modules

Hello, I am trying to create an inhomogenous material in COMSOL made from autogeneration of many smaller cells and then compare to a homogenous material whoose index of refraction I will set manually in COMSOL.
My current plan is to send a EMR planar wave at both to measure the angle based on snells law but I was wondering if there is a better, more quantatative way of testing index refraction of a material in the RF module.
