Changing the inlet velocity for turbulence flow model

I tried to change the inlet velocity for my pipe model and compute. However, the velocity magnitude derived from the result is not equal to the one I entered in the inlet velocity. For example, I entered the inlet velocity as 4 m/s and the velocity magnitude generated is only 2 m/s. Moreover, whatever value of the inlet velocity I changed such as 5, 10, 15 m/s, the velocity magnitude are still remained as 2 m/s. I want to investigate the effect of the increasing of the velocity in my pipe model.
