Beam envelope requirement for refractive index

Using the wavelength domain to study in beam envelope,when the refractive index is not 1 but 2 or 3 or bigger in beam envelope, the input signal is not seam as you set the input signal. For example, when the input electric filed is 1, the input signal of a one-dimensional map is not 1 after calculating, and the value of the input electric filed is gradually reduced lower 1 as the refractive index value increasing. When the refractive index and input electric filed are 2 and 1 respectively, a maximum of one dimensional map of the input electric filed to reach between 0.7 and 0.8. The frequency domain electromagnetic waves will not appear this problem, why this problem exisits in the beam envelope? Whether the electromagnetic wave beam envelope should not be used for the study of refractive index is greater than 1 medium?
