How To Set Droplet Impact Velocity As Function Of Time

I have to simulate drop on drop impact dynamics. For this problem, drop1 ipmacts on the wall with velicity V1 and drop2 impacts with velocity V2. I want drop2 impacts the wall after 2 ms of drop1 impact. I want to hold the drop2 for 2ms and then it should be impact. what would be the condition applied for the same problem? please reply. I have attached jpg images and files.
